It looks like your server does not request a client certificate.
You may try connecting your service with MSIE, which natively uses
client certificates from the Windows Certificate Store. If the server
is configured correctly, MSIE should be able to establish TLS even if
the service does not speak HTTPS.
Just use https://1.2.3.4:9000/
