I use the program as you mentioned here while on a 64-bit Windows 7 OS. I simply extracted the files to a folder of my choice, modified the configuration file, opened a command window in this directory without needing to do so as Admin, and enter this command:  “stunnel.exe conf”. it then runs in the background without need for further attention from me.

You can extract the files yourself to your local machine. AFAICT, stunnel installer makes no significant changes to the registry other than the Start menu. You can then setup your batch file to install as a service the first time if it detects that stunnel is not running as a service, or you can just tell it to launch minimized so it runs in the toolbar.
