The accept line specifies which *local* address/port to listen on for client connections, the connect line specifies which *remote* server/port to connect to.

The "accept" line results in the error:
Can't assign requested address (WSAEADDRNOTAVAIL) (10049)

the "connect" line has no effect in the messages.

Any suggestions would be much appreciated.
