so you cant create the pid, and you think that /var/run is correct, but you are forgeting that you enabled the chroot, so you have to check the /var/run inside the chroot, not your main /var/run directory (that the chroot stunnel cant access)
check the /var/lib/stunnel/var/run and you will find that you dont have that directory or it have the wrong permissions
