We have a system that needs a TN3270 client and Stunnel to connect on XP. Currently, OnNet Host/Rumba is the most popular TN3270 client in use. But when we try these programs on Vista, the connection times out.
1) Is Stunnel Vista compatible? 2) If it is, does Stunnel need specific settings to work on Vista?

yes. We do use stunnel on vista boxes.

The only 'issue' we found with stunnel and vista was, sometimes you have to force IPV4 by replacing 'localhost' with '127.0.0.1' in stunnel.conf. This is not always needed - I didn't find a pattern yet.
