Perhaps it was simply a botched/incomplete installation but I wanted to reach out before just attempting a reinstall.

Stunnel is not using the same OpenSSL DLL that it was compiled/linked to. Go to your stunnel installation directory and verify that you have 2 DLL files, then try running stunnel from that directory.
