stunnel for postgresql in windows

Color me confused, I KNOW that PostgreSQL supports SSL natively(though maybe not under windows), I thought that MySQL did as well, why do you need STunnel?
i have tried a lot for postgresql with ssl native.so thought of trying stunnel.
