[stunnel-users] stunnel as a Windows Service

If you look at the documentation, there are some instructions that work 
quite well.

As an administrator:

stunnel -install
net start stunnel  (this only has to be done the first time after the 
install)

services.msc (or click on services in the admininstrative tools from the 
Control Panel)
right click on stunnel and select properties
For startup type select Automatic (delayed start)
