   type    : message (request/response) type as decribed above
   timeout : SSL session timeout in network byte order
   key     : SSL session ID

4. Lengths of Fields

   The length of "key" is always 32 bytes. The value is right-padded with zeros.
   The length of "val" is computed based on the UDP packet size.
